Right click the folder C:\Program Files (x86)\Electronic Arts\The Sims 3\Game\Bin and choose "Properties". In the tab "Sharing", make sure the box "Share this folder" is checked, and click on the button "Permissions". There, you will see 3 boxes, check the box "Full Control" (make sure it's under your username). Click "Apply", and save the changes.

I already did this and its still not working, and if I downloaded my base game from Origin do I use the origin folder instead of electronic arts cause it doesn't have the Sims 3 folder only the expansions I downloaded from here.

Can you briefly explain what you have done? I think you might have gone through the wrong folder.

In order to make sure you have done it correctly, I will show you screenshots:

Right click the folder "Bin" and do what I told you to do before.
