Sims 3 Stutter (With 1 expansion)

Alright, so basically, when I enter Sims 3, it takes too long to load, takes long to load the CAS objects. I have University Life, and once I installed World Adventures, and the same thing was happening. Basically, when I get into the campus or the Sunset Valley, when objects are loading, they turn blue and then they turn into their true "form". Also, it stutters (a lot). If you need my system requirements, here you go:
Operating System
Windows 7 Ultimate 32-bit SP1
CPU
Intel Pentium G630 @ 2.70GHz (the processor is dual core)
Sandy Bridge 32nm Technology
RAM
2,00GB Single-Channel DDR3 @ 532MHz (7-7-7-20)
Motherboard
Quanta 2AC5 (CPU 1)
Graphics
HP Omni / Pro (1600x900@60Hz)
Intel HD Graphics (HP) (512 MB)
Hard Drives
466GB Seagate ST500DM002-1BD142 (SATA)

The first things: your 32-bit Windows is a weakness (64-bit systems are better suited for 'heavy' gaming - and The Sims 3 is a very demanding game, in terms of system resources). Other weak points include your Intel HD graphics card, and your RAM (2 GB). But let's see what we can do.

At first, try lowering all your graphics settings, in the in-game options menu. Also, look if there are any driver updates for your Intel HD graphics card.

Next, look here and do all steps, EXCEPT step #1 and #3: http://games4theworld.bestgoo.com/t857-the-sims-3-crashes-freezes-to-desktop-fix-updated-on-7-01-2014

See if these things improve your gaming performance.

Also, look on Piratebay for a tool called "GameBooster". Download and install it then. The application of that GameBooster should be pretty straightforward, but feel free to ask about specifics if you get lost. This GameBooster can help you free up system resources to improve the gaming experience and fluency.
