Hello there and welcome to the forum, Smile

First of all, thank you for sharing this; however, there are already a few tips/topics on here on how to deal with this problem. Like:

http://games4theworld.bestgoo.com/t12708-solving-simple-lags-and-making-game-faster-changing-clothes-are-faster

Lags can have a variety of reasons, so it doesn't only depend on your hardware, and other background applications running, but there can be some in-game reasons too for that, like outdated/incompatible mods, custom content, old savefiles, and some other things.

Also, your suggestions about tuning down the graphics look a bit "exaggerated" to me. Razz  These examples are "valid" for low(er)-end computers, in my opinion. If your computer has a bit of "power", you can of course play on higher settings ! But then, you're basically right, tuning down the graphics can help too.

Plus, I recommend turning off any anti-virus/anti-malware software completely, before playing any games.

The thing with the Control Panel and the "adjust for best performance" sounds good though. Smile  I'll think about moving this to the "tips & tricks" section on here. Again, thank you for the effort !
