From what I know (anyone correct me if necessary), the only thing in that folder that influences your game is the ccmerged.package. This is a file from the store fixes


Other than that, it doesn't really matter what's in there. As for me, I usually delete the contents of DCBackup, after installing new .sims3packs (except ccmerged.package), since the content is unnecessary.
