Mods not showing up. Problem with framework. [SOLVED]

ok. I recently installed all of the Sims 3 games from games of the world after having a modified repack from r.g. Catalyst. I uninstalled it because it wouldn't update and affected my mods. So, here's the thing ; after downloading ts3 and all the expansions from here. I noticed I don't have a resource.cfg in the root folder. Nor do I have the d3dx9 ( .dll) . So my mods don't show up in the game because I guess I have some of my old framework. Or maybe because I have none at all. But all my mods are in the folder along with the families I had on the repack. Solution? I was going to download all new framwork such as a new. Cfg file and .dll file but I couldn't find it anywhere. Just text files of the file. Help me out

You can get a new framework (with the Resource.cfg) here:
http://chii.modthesims.info/FrameworkSetup.zip (keep in mind this is a direct link to the download)

And, if I'm not mistaken, since patch 1.12 the game does no longer need the d3dx9_31.dll to recognize mods properly. You only need to put the Framework (Mods folder) in Documents\Electronic Arts\The Sims 3, and then add the .packages in the corresponding folder. Then, you are good to go!
