Initialization Error at start up

I installed the game and everything installed fine but whenever I try to launch Sims 4 I get the message 
"Windows cannot access the specified device, path, or file. You may not have the appropriate permissions to access the item."
And the file is C:\ProgramFiles (x86)\Electronic Arts\The Sims 4\Game\Bin\TS4.exe

EDIT:
So I got that problem fixed but now I am getting a different error.
It now says "Unable to start: Initialization error at start up. [135dec40:984c6a38:00000077]
I read other posts about it and disabled everything it said to (Windows firewall, windows defender, and my anti-virus software) but still nothing. Please help!

Sorry for the late reply though, but I've been away for a while again. Do you still need help on that ?

As I mentioned here, simply "turning off" the anti-virus and Windows firewall may not be enough. It's about correctly configuring them. But for now, can you just try re-downloading and re-applying the Ultimate fix, from here ?
