Question about CC in package format

I wanted to get revolver accessories from this site. I first time deal myself with content in package not in SIMS3PACK format. With download comes instruction that says

B. If you have downloaded SIMS3PACK file, just double-click it and the launcher will put it where it needs to go.
C. If you have downloaded .PACKAGE file, then follow this steps:
1. Go by path C:\Program Files\Electronic Arts\The Sims 3\ . This is a main directory where your Sims 3 game was installed*.
3. Place in this directory file Resource.cfg
4. Create in the same directory a folder named Mods, then in the folder Mods create again a folder Packages.
5. Put your downloaded PACKAGE files in created folder Packages.

If I understand right it`s that folder where game bin is? And I should create mod folder hear -

Is it safe to change anything hear? And how it will show up in launcher? I saw a lot of stuff like this, package files was with CC hair that I got few days ago, but that time I just ignore them, cuz it had SIM3Pack format as well....

Those instructions are outdated as Mods are no longer placed in the program directory of the sims 3.

You can go HERE and follow the steps for setting up the right framework to use your mods.

Also, it looks like all of that site's mods are over 2 years old, so they will have to be checked and fixed with TSR RigFix. It can be found HERE

Thanks for the answers! I read about framework, and when I wanted follow instruction I found that I already have Mods folder. Overrides, Packages and Resource.cfg. is there too as it should be. It`s folder where store fix, errortrap and my other mods are. So should I just put files in package folder?
I still didn`t check CC itself, but will try to do it now.
