I'm not sure what is causing the error, but do you have CAW installed already?
If so, please uninstall your current version first, restart your PC and then install the latest version from the link in the opening post.

Thank you for the response, I have figured out the error.  Due to having to manually having to update the registry as detailed in the manual patch tutorial in this thread:

When typing in the ExePath entry, I typed in the full path, but I forgot the TS3.exe at the end.  This caused my launcher to not work, which did not bother me because the game worked fine.  But apparently, it is tied to the Create a World app in such a way that it caused the above error to appear.  Once I fixed the registry entry, Create a World started to run.  Posting this in hopes it may help someone else one day!

Does it work with the 1.67 patch? 
I'm scared to do anything wrong now that I finally got the new patch.. (Is pretty n00b with stuff like this, ahahaha)

Yes, if you download the latest version from the link in the opening post, it should work with the latest game version just fine.

I have CAW and everyone of the Sims 3 packs from you guys, but I cannot edit in game from CAW. From what I have read you have to have the Base game before the "go Social" feature was introduced.  Since I bought my base game after that it is not opening.  I guess my question is.... is the Sims 3 base game on your website the version that is before the "go social" feature was introduced?

Or should I say is the version on your website from 2009?

I got it to work as well, I had to remove some of my Custom Content and Store items cause I have a lot and that was the issue.
