My child was.....TAKEN!

So my toddler was out in the snow when this random black sim just picked him up and left! Now he's not in the family anymore!

You could try to find him with the help of Overwatch or Master Controller.

Try the "resetsim"-cheat: hold Ctrl+Shift+C to open the cheat console; then type testingcheatsenabled true, and after that resetsim [toddler's first name] [last name].

Other than that there is this: I've never played with toddlers myself (though my sister does), and she told me that if you don't feed, bath or leave the toddler for too long in heat or cold, then a sim will appear and take the toddler away; after that you won't be able to adopt another toddler. However I can't confirm this myself. I hope that this is not the case with you - because you probably would have to load an older savegame (if you have one).

That's a social worker though, not a random sim.

Wow. I didn't know anything about that. My question is your child still in the city with a new house hold, or could they be in the adoption option now, and like the repoman does the social service worker live in your town but not in a specific house? I followed my repo man to curse him and he vanished into a thin air by a hill saying he was heading home.
